Inkscape is an Open Source vector graphics editor, with capabilities similar to non open editors using the

You can easily run Inkscape INSIDE a VMware Player Ubuntu virtual machine EVEN if you are not running GNU/Linux directly on your desktop !

Intel have announced the "availability of free software drivers for the Intel® 965 Express Chipset family graphics controller. These drivers include support for 2D and 3D graphics features for the newest generation Intel graphics architecture."
Intel even have even published a hardware compatibility list (Intel Graphics HCL) !
In this months LinuxUser Jono Bacon says that "...it was decided that Compiz and Beryl aren't mature enough..." for 3D hardware accelerated graphics drivers to be included by default.
If you want a *buntu distro that will always be 100% free-libre-open and never have any binary graphics drivers then you could try GnewSense.
